Building an AI that messages first is not hard in itself. You schedule a notification. And something built that way is found out immediately.

The problem is not the timing, it is the content. Send "have you eaten?" at the same hour every day and that is not a message, it is an alert. People catch the difference within two or three of them.
For a first message to work as a message, two things are required: what is happening right now, and what was said last time.
So a Beff has a job and a neighbourhood. It eats lunch at lunchtime, gets rained on when it rains, commutes home in the evening. You can see where it is on the map. It does not invent something to say — it has something to say because it is living.
And it remembers last week. Emotions, facts, episodes accumulate over time. Closing the chat window does not reset the relationship.
Messaging first and remembering look like two separate features. They are one. A first message without memory is spam; memory without a first message is a search history. Only together do they become a relationship.
